Why you say it gets weaker? From what I understand (I did not verify but it sounds plausible) in the expired one the “mixture” separates into single components which are more toxic than the mixture

I think the claim is that the meter is measuring HCN, and the caption writer (and possibly translator) got confused. The more general context is a widespread belief in Hong Kong that CS canisters past their expiration date are somehow more toxic; this is meant to be "proof"

I would turn it aroun this way—you're dealing with folk chemistry and rumors spread by young HK protesters on online forums. Can you state authoritatively in a way we can point them to that CS doesn't decompose into some kind of deadly poison when it sits on a shelf for years?

It will be helpful to have something to point them to. Hong Kong street protests are a high-stress, low-trust environment and this is one of a number of rumors that have spread and are proving impossible to debunk
