But it's not that Democrats and Republicans are fighting over a margin of persuadable voters who are right of center at the same point as they were 20 years ago. They are fighting over voters who are farther to the right than they were 20 years ago, no?

Your observation is an argument for why Democrats must be a bigger tent (and thus must appeal to people who are more to the right than the extent to which Republicans must appeal to those to the left). It's not clear to me that it explains why the center would *move*.
