Who enforces congressional subpoenas? Who will make the arrests of witnesses? For the past 85 years or so it’s been the DOJ.

Relying on arrests for contempt of Congress and refusal to comply with subpoenas is itself an act of optimism, no? Impeachment feels to me like an act of brinksmanship, because it’s the last/only anything the House can do in the face of a corrupt executive supported by Senate
