The backgd is complicated. British didn't expect China's determined to take back HK until the vy famous Thatcher "trip over". after 8964, British govt realised they had to promote democracy in HK, at least to protect their interests here after 1997. 1/

Chris Pattern was therefor sent to be the last govneror, he wasn't China favourite choice. Pattern immediately pushed a radical Electoral Reform which totally enraged China. The rest u could check online.
