It was substantially repealed in 1995. The first SAR government re-instated it almost immediately after the handover in 1997.

You've been inhaling too much tear gas if you think the Chinese would actually respect any changes to the law made by the British before they left. May as well complain that the last helicopter out of Saigon didn't leave a Bill of Rights for the Vietnamese government to abide by.
