Mass surveillance is not the threat people face right now in Hong Kong. Being individually identified and losing your job or getting kicked out of school because you participated in a protest is the threat. That is a story about repression and freedom of assembly, not technology.

There's a protest starting in an hour over Cathay Pacific workers who were fired over mild support of the protests. You can cover this as a tech story, since their devices have been aggressively searched for protest photos. But to do that is to miss the point.
