This looks like parody until you remember that Google's definition of privacy is keeping things strictly between you and Google, and the people there take it seriously. OK, having read this more deeply, I still don't even know which part you are criticizing. FLoC? Is there something here you think leaks data vs the status quo? Or just that this doesn't go far enough? I'm not trying to be dense, but, like, can you go beyond "ad company bad"?
