This looks like parody until you remember that Google's definition of privacy is keeping things strictly between you and Google, and the people there take it seriously. Genuinely asking: explain the difference? E.g. is conversion tracking surveillance? What about personalized ads?

Hard to fit in a tweet, but advertising business models are much older than the relatively recent surveillance advertising. Tracking identifiable individuals is the sign of a surveillance business model. Advertising can be done just fine without it.
