So if they attack the demonstrators they have no legitimacy and if they let them demonstrate they have no legitimacy? In the west of police let people demonstrate do they lose all legitimacy?

When a large fraction of the entire population comes out to protest your unelected government, and you refuse to even direct traffic, you have no legitimacy.
