I don't think I understand anything anymore, then. In my mind a password manager was "notepad with a local password" plus some browser autofill behavior.

Those times are long gone. I think only KeePass is like that now. All others (LP, 1P, ...) are cloud offerings with a web UI and a monthly fee and all. The Chrome one is tied to the Google account. Higher risk of compromise, less risk of catastrophic loss of all your secrets.
