I'm not trying to be difficult, but I think this is a hard thing to ask for usability by regular humans. Safely crossing borders is a different animal, and I think better served with a travel mode

Not in most password managers, no. That would be a usability nightmare anytime a phone gets lost. Which is why I try not to think too hard about the interaction of password managers and 2FA.

I don't think I understand anything anymore, then. In my mind a password manager was "notepad with a local password" plus some browser autofill behavior.
