At that distance with that powerful of a laser for probably a fraction of a second if it does indeed hit the retina? Even if it doesn't thwart facial recognition, if people believe it does they would do it.

In an aircraft, a high powered laser pointed at the cockpit can blind the pilot, supposedly due to how the windshield scatters the light, so perhaps it works the same way with clear riot police face masks.
