Pointing even a weak (but blinding) laser at a camera for a sustained period will burn out its CCD, which makes the tactic work regardless of the neural net being organic or not. Would be interesting to see how effective this actually is in a pretty non-ideal situation.

Which clearly isn’t happening. Also being able to target a CCD over a 200m away and hold that for sustained (how long?) is non-trivial.
