There was always an untenable degree of dissonance between Microsoft's public statements and political giving, collected here: https://idlewords.com/microsoft_words_actions.html …. Neither the CEO or president had veto power over PAC donations, which made the timing of certain ones particularly bad.

Microsoft is a finalist (along with Amazon) for a $10B Pentagon cloud computing contract. For them to decide to suspend their political giving now, before a final decision is made, reflects the degree of internal pressure Microsoft employees were bringing to bear

If you've argued that corporate PACs are just a fact of doing business in the United States, consider that now the two largest American corporations don't run one. And I feel confident that Apple and Microsoft get their calls answered in D.C.
