I think there are practical arguments for it, too. One could argue that we got Trump because we let Regan get away with it. Of course, would things be different if Regan was impeached but not removed?

There is a feeling that the Starr report was the beginning of the movement that ultimately caused Trump to have a chance vs. Clinton. There is a feeling that bringing more substantive crimes to the surface might work faster.
