It's not even illegal, OR new! This is how the tipped minimum wage works! OF COURSE the only way for a 3$ tip to mean an extra 3$ for an employee is to lie to the employer, and of course the only way that is possible is with cash.

That's not safe though. If the company is suspicious that you're not reporting tips, they'll straight up fire you. I've worked as a waiter before. If people are pissed that tipping goes to the company, then everyone should just agree to stop tipping.

Unemployment and underemployment are two different things. The rise of the gig economy is a big factor in the incredibly low unemployment rate. This does not mean that people are fully employed or in a position they are happy with.
