It means that the many, many people with mobility and other disabilities have a shot at having a decent home. If you think there's a limited availability crisis, try imagining what it's like when NONE of those units are available to you.

Most disabled people are poor (2/3 don’t have jobs), so expensive accessible housing is irrelevant.
