The rules are here. The gist of it is that Microsoft (like other companies with PACs) sets up a Separate Segregated Fund, which is funded by employee contributions. In particular, there is no such thing as "matching funds", or employees choosing where their money goes. You sign up for a payroll deduction, the money is spent how the DC people want to spend it, and (as Microsoft told me) not even the president or CEO reviews the recipients
