Just 2020? Do all incumbents have primaries (meaning 2 primaries with 4 participants each) or only opposition party?

Just 2020. It's normal for incumbents to run unopposed within their party (and sometimes unopposed entirely) so I am assuming for this ballpark calculation that only the opposition has a multi-candidate primary.

Sure. Don't forget the costs of administering the funds, both federally as well as per-campaign.

For sure. I just want an order-of-magnitude guesstimate for now.
