it reads more (imo) a “do you know your job, dumbass” citation than a “webster’s dictionary defines” citation, and as a slytherin, i feel qualified to speak up (hahahahahaha)

It's trying to argue that discovery should be delayed until it can be done efficiently because the rule says (at the most general level) proceedings should be conducted in a "just [and] speedy way." This is when you have literally nothing else, but think you gotta cite something.

It's not a citation you ordinarily see because the statement is so general as to be virtually meaningless.
