I have been told it was a mylar type balloon and the concern was that it if it did pop near the overhead wire that it could cause some kind of damage. Given the major subway delay back in April that resulted from an overhead issue, we'd rather error on the side of caution.

Metal-coated Mylar can cause an electrical short. (Once, standing on a train platform, I saw a balloon drift into power lines, then a flash, then power out, then no rail service for about an hour.)
