The discussion of what the system should be like is somewhat orthogonal to how to put it on a legal basis. Given the makeup and tenor of the current U.S. Supreme Court, it's difficult to imagine any kind of campaign reform that could be done without a constitutional amendment

I think you could have a rule restricting fundraising time, but that would have the effect of locking in an enormous incumbency advantage, and you couldn't restrict so-called "independent" expenditures. One of the few legitimate arguments against most campaign reforms.
