I think a HIPAA esque rule for political data would naturally force the parties to develop standard workflows, but only in a non-broken govt where we could expect even enforcement

A HIPAA esque restriction on mailing out PII to personal would help limit risk; I think fluid definition of who is "on campaign" means anything more must always be elective, yeah?

I don't think you understand the threat. The sensitive data lives in the personal accounts; the campaign data is not really relevant.
