Nope. It's perfectly legal to take photos in public places and doesn't involve touching the car, which the court determined was trespassing.

Alternatively a switch to toll parking (whatever it's actually called) which obviously works against the poor - it's both easier to enforce and revenue producing. I can see this being favored over license plate scanners.
