We need to find a way to address the money imbalance in money between districts, so that even long-shot candidates have a chance to make a credible run. And we have to address the imbalance in time, so that all useful political money doesn't arrive just weeks before the election

That's a very reasonable argument. The party does need some kind of structure for training novice candidates and connecting them with resources early in the process. I think expanding the DCCC's remit is one way to do it, but am open to other ideas.
