It's completely unclear! The experience ranges from "I'm riding a regular bus" to "someone is wrestling me for my bags and holding out their hand". Intermediate between the two is a plastic cup with dollars near the exit.

My argument is that complaints about tipping shading into panhandling (particularly the kind where you are pushed to accept a service and then asked to pay for it) are not so immediately and obviously so wrong that they qualify for twitter outrage, particularly from non-Americans
