This thing doesn't override silent mode? What kind of emergency alert is that?

That's up to the device vendors, unfortunately. It does override a lot, but not "do not disturb" or silent. An analogue is that EAS doesn't preempt the fact you have your TV or radio muted. Certainly that could be engineered, but it's a compromise for any number of reasons.

In Japan, I believe devices will actually power on for an earthquake warning (though I welcome correction if this is not true)
