Poverty and hurricane relief interact in complicated ways. The Salvation Army has been offering hot meals twice a month through mobile canteens, so they were able to serve 1000 people per truck three meals a day during the worst of the storm's aftermath.

On the other hand, after Hurricane Matthew hit, many local people were housed in hotels that weren't fit for habitation. FEMA simply bought out the cheapest blocks of rooms they could find, many of them in hotels used heavily by the drug economy

A lot of the money allocated to FEMA for Hurricane Matthew relief still hasn't been disbursed. The inadequacy of the response to Matthew has in some ways helped the response to Florence. In other ways, nothing has changed for the better.
