Where were you looking? Many roadside signs are illegal in California: "Temporary Political Signs shall not be placed within the right-of-way of any highway, and be visible within 660 feet from the edge of the right-of-way of a classified "Landscaped freeway"."

OK, that explains I-5. But there seemed to be few in Weed or Mt Shasta City, and also few in small towns in Oregon.

Can't speak for Oregon, but the place to see signs in CA-1 is Chico, Redding, Auburn. You find signs where there is a field program active, and those are the areas of high activity in that district.
