To clarify further: in our upper chamber, the Senate, each state has two seats, for 6 year terms, 1/3 of which are up every 2 years. But the 435 seats in the lower chamber, the House of Representatives, are allocated by population + completely reelected every 2 years.

to add to this. it's this way because when the country was being founded they wanted a body of people to speak for citizens, but couldn't agree on if it should be by population (high pop states call the shots), or by state (lowly farmers have the power of millions). so did both.
