I guess it can (and inevitably will) go bad, but I don't know, it seems like a somewhat worthy idea. I have been surprised a couple of times by rules and processes at work that I didn't know existed, or that didn't seem to make sense until someone explained the reasoning.
And AFAIK, with the exception of some very short explanations when you're hired, we've absolutely no process to spread this kind of info to employees. It's all word of the mouth and doing something wrong and someone widening their eyes and saying "Fuck, no, don't do that!" to you
