Whenever I buy one, it appears instantly on my phone’s music app, nbd. Obvious questions, sorry if you’ve tried already: logged in with the same iTunes account? Got everything turned on in Settings->Music?

Same, the new purchase should show up auto in the Music app so you can stream or dl it. No need to have Apple Music for this.

You don’t. You can’t buy it there either. You have to choose to play it on your computer or on your phone.

You have to pay the Apple Music fee. But if you do that you can no longer share your own music you've digitized amongst other Apple users in your household. They've screwed the pooch all the way on music...
