451 is the actual status code for “Unavailable for Legal Reasons” : https://tools.ietf.org/html/rfc7725 It’s a reference to Fahrenheit 451, and has only existed for ~2 years.

The “legal demand” in a 451 can be from the company’s own lawyer, (competent or not). IMO a 403 Forbidden is more appropriate. A 5XX implies a problem with the server, and the only problem here is with the decision-making by the people who control the server.

I don’t really want to see 451 used for EU-blocking, though. I feel like the spirit of HTTP 451 is to prevent oppression, which is also the spirit of GDPR. They shouldn’t be made to fight!
