No idea! That's a seriously difficult issue, and I don't have enough expertise to have a sensible view. :)
True dat. I only ask because it seems to me that's the really important bit 
. I'd even go so far to suggest that some anti-reparation folk may actually agree with some of the measures if framed in the right way.
It is really important, obviously, but it doesn't get off the ground unless people accept the principle. Not sure most people even accept the principle...
