FWIW, this is an issue about which I've changed my mind - as a result of reading a number of histories of slavery. You can't actually redress the horrors of slavery - the wrong is too great - but the historical continuity of US state makes recompense appropriate.

No idea! That's a seriously difficult issue, and I don't have enough expertise to have a sensible view. :)
