If the target is in a position of power over you, not harassment, sylill wrong. If the target was a subordinate you have some power over, it’s harassment!
Hmmm. I think that's too stark. I've seen female teachers harassed by male pupils. Institutional power flows one direction, other sorts of power in other directions.
