It's a thoroughly ableist notion, because it denies agency to the class of people who are unable to enjoy sex in a straightforward manner, perhaps because of previous trauma, maybe because of anxiety-induced vaginismus, but who want to work on it.

Their consent often won't be enthusiastic, it will be tentative, likely to be withdrawn at any moment, uncertain... but you don't get to deny them agency in the name of a slogan.

Obviously, it goes without saying if you're having sex with somebody in this sort of situation, you've got to be incredibly sensitive to the nuances of their consent, but if you care about them, you need to respect their agency - and enthusiasm isn't part of the bloody story.
