at the same time recognize that the American state has endured through time, and it that sense it owes a debt. A way of settling that debt
is to look at how historic injustices have structured existing societies, and then redress the current inequalities that have resulted.

So it's both things: debt is owed because the State has endured over time; reparations are directed towards existing conditions.

But, as I say, I don't have a settled view. Need to know more about it all before being even relatively confident about my judgement here!
