Quick thought experiment. Premise: We tend not to rule out *possibility* private acts with no predictable bad results are morally wrong.

But if it would have been wrong even if private, then why not thoughts? His act(s) are probably thought to be indicative of lack of virtue.

I do tend to the view, for example, that if all your sexual fantasies involve the violent degradation of women, then... morally problematic.
