Yes, that would be the case if most continued to view doping as against the spirit of sport and morally corrupting.

But if the rules of the sport changed (like when professionalism was first allowed), audience's view of doping may also change over time.

Yes, that's the necessary change. Trouble is, it's not just fans - it's also corporate stuff, television, and money.

True, but these various stakeholders are probably more likely to go along with the doping if fans and athletes are okay with it.
