Seems to me that (verbally) "punch up ok, punch down no-no" (and actual threats never ok) is a good, simple, fair and workable rule.

So you'd be happy with somebody being bullied to the point they're contemplating suicide so long as that rule was followed...? Okaaaay.

How do you bully someone more powerful? The point of "punching up" is that the target has abundant resources to "punch" back.

Why are you so keen to defend the appalling behavior of leftists? This isn't the first time. Is it just that the end justifies the means?

I don't know what you mean. I was formulating a general principle. What does left or right have to do with it?

Question - What do you think of the abuse that Diane Abbott suffers? She's an establishment figure, Cambridge Uni, MP, affluent, etc.

Unfortunately I don't know who Diane Abbott is. Based on your description, I guess a member of Congress would be analogous?

I can't imagine any verbal stuff (that's not a threat) aimed at a Congressperson would qualify as bullying.

Doesn't mean it can't be in poor taste or deplorable. E.g. racist/sexist insults are not OK, but for a different reason.

Not because they hurt the politician (who should be able to put up with it) but because they demean a whole class of people w/o such power.

How about this? Not bullying? Justified? (Probably counts as punching up...) http://www.express.co.uk/news/uk/828493/Laura-Kuenssberg-jeremy-corbyn-bbc-election-abuse-protection-bodyguard-theresa-may …
