Anger, which may or may not be justified, isn't the same as abuse - and abuse is orders of magnitude more difficult to justify.

Doesn't follow because your anger is justified that your abuse is righteous. You might just get off on abusing people. Perhaps you enjoy it.

Seems to me that (verbally) "punch up ok, punch down no-no" (and actual threats never ok) is a good, simple, fair and workable rule.

How do you bully someone more powerful? The point of "punching up" is that the target has abundant resources to "punch" back.
