sexual consent? I am not sure, but I think it is unlikely enough to proscribe it. We have good evidence that it is rare.

Yes, in special cases where the danger is so huge and the limit on rights temporary. Like not letting children smoke.

no it isn't the act in those cases, but we have to protect the group. This why it's no outrage to ban sale of assault rifles

Defensible position, I think. But will run into normal problems of utilitarian justifications for infringing on neg rights.
