Ah - I think you mean ethical then; e.g. an institution may have an ethics board/officer, but not an morality board/officer.

Issue is surely conflict of interest as well as consent. The latter is no defence to the former

yes, I suppose so. Either party could conceivably exploit such a relationship, but no harm no foul, I think.
