      2nd accident, the person is not. The experience of victim 1 is much worse than victim 2. Is 1st driver more culpable? Not obviously.

      @PhilosophyExp No, but insofar as the driver is culpable, he/she is liable for the additional damages of trauma in case 1.

      @PhilosophyExp True in one sense, I guess. Luck can be seen as a kind of natural injustice, but morality that ignores it is a non-starter.
