Im not sure if this is correct, but I recall reading that Elisabeth I executed more people than her father.
She had to deal with a couple of serious attempts to overthrow her reign. Mary Queen of Scots, etc.

As I recall, she persecuted those, anyone, that might say anything that she determined would imperil her reign. In other words, she purged all dissent.
