He may also have been confused with John Watkins at LSE. One of my teachers at UCL, J.L. Watling, a philosopher of science, was also sometimes confused with Watkins. Far too many philosophers with the initials JW.

It was Bertie's idea - first floated in a letter (18 Feb 1959), in response to a letter from Russell of Liverpool, which included a part of a letter which he (Liverpool) had been sent, where the writer had mixed them up. Publication sorted out by letter over the next few days.
