They keep a record in a police database of legal acts & they contact people to presumably try to dissuade them from acting legally? They use this database of legal acts to do what, flag people up as a danger? In any context this is disturbing. It’s the virtue police!

Indeed. And supposing you want to carry on saying the things they deem to be hateful. Do you have to have a conversation each time? Is there going to be an investigation each time? It's absurd, and ultimately not manageable.

And as it's all determined by the "victim's" *perception* of hostility, anyone could make up an accusation about anyone else and the "offender's" name will go on police records.
