It can't be right that the only power a bully has is the power you give him. You can be beaten to a pulp by a bully - I've seen it happen - which is indicative of a certain asymmetricality of power regardless of whether or not you stand up to the bully.
The notion of *a* bully is literary rather than realistic. In real life, bullying is nearly always a group activity. But yes, it’s true that it does require an asymmetry of power.
