This can't actually be true, surely? If the union puts on a rock concert event, people can't clap, cheer, etc? It doesn't make any sense.

Though, according to one definition of jazz hands on Urban Dictionary: "jazz hands are when you do not shave your pubic hair and it comes out of the sides." Maybe this is what they mean?
