I don't understand the last sentence.
Making agency (i.e., the ability of the individual to make free choices) the mark of liberation is problematic given that people's beliefs, values, desires, preferences, etc., are shaped by and reflect a system of domination. (It's Steven Lukes's third face of power, basically.)
